US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to diminish as Republican senators floated a plan toxic to Democrats: eliminating the ACA, called Obamacare.
Deepening Consequences of Government Shutdown
The effect on Americans from the lengthiest closure of the federal government in history deepened on Saturday, as government employees went without pay, carriers were forced to ground planes and SNAP benefits have been delayed for forty-two million Americans.
Trump's Proposal from Golf Course
As weekend meeting got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Democratic lawmakers expressed alarmed responses to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another senator responded to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Continuing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an developing proposal from a small group of centrist lawmakers to terminate the closure in return for a later vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.
Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several observers suggested that the core of such a plan would remove the ACA's requirement that insurance companies cover patients with existing health issues.
After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
